With ten days to go before the Chemical Facility Anti-Terrorism Standards (CFATS) program sunsets, manufacturers continue to call on Congress to expeditiously reauthorize this critical program. CFATS helps mitigate, prevent and protect against terrorist exploitation at manufacturing facilities across the country, and—with NAM members operating 2,152 CFATS-regulated facilities spanning a range of major industrial sectors from oil and gas to chemicals, mining, agriculture, and electricity—ensuring regulatory certainty is key,
Last year, the 115th Congress produced proposals in both chambers that the NAM supported. Unfortunately, these measures did not move forward. The 116th Congress convened with a renewed sense of urgency to reauthorize this vital program and manufacturers welcome lawmakers advancing legislation this early in the session.
On January 8, 2019, the House approved H.R. 251, the “Chemical Facility Anti-Terrorism Standards Program Extension Act” which would reauthorize the CFATS program for two years.
The continuity of the CFATS program without interruption is critical for industry and national security, as this would enable manufacturers to confidently make appropriate, economically justifiable, long-term investments to protect facilities’ threat and vulnerability conditions.
Strong partnerships among government at all levels, the private sector and concerned citizens across the country are necessary to ensure our homeland remains resilient and secure. Action to support these partnerships is needed now. CFATS reauthorization is and should continue to be a bipartisan issue that lawmakers on both sides of the aisle work on together to achieve. Security will remain a top priority for manufacturers, and they are dedicated to protecting their facilities and the communities in which they live and serve.
Manufacturers call on Congress to reauthorize the CFATS program without delay for the sake of our nation’s national security.
