		<description>It is worth noting that while the US federal government has been inactive on this issue, many US state governments have been taking up the slack with their own state level tax credit programs.

Also, enduring recessionary pressures are at this very moment forcing many national governments to consider cut-backs in their R&amp;D tax credit programs -- most notably England, and Australia.
