Consider this Substitute to H.R. 5175, the DISCLOSE Act

When the House Rules Committee meets at 3 p.m. to write the rule for floor consideration of H.R. 5175, the DISCLOSE Act, a committee member should propose that the House also debate a substitute amendment.

The full text would be: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”
