The bill will give our intelligence operators and law enforcement the tools they need to conduct surveillance of foreign terrorists in foreign countries who might be planning attacks inside the United States or against our troops or allies. I’m hoping that Senator Reid will make the right choice and bring to the floor the only bill that will allow us to capture timely foreign intelligence about terrorists plotting to attack us, and at the same time clearly protect the constitutional rights and reasonable privacy expectations of American citizens.
