From his last speech in Michigan, remarks giving at a conference at the Tauber Institute:

Michigan needs to pursue research-based automotive business as the industry matures, Engler said. Ninety-five percent of the world’s companies that conduct research and development have a connection to southeast Michigan.

“One of the things we always believed was there was a knowledge part of the transportation industry that we had a good lock on and should never give up,” Engler said.

New congressional regulations on fuel economy could represent an opportunity for Michigan as automakers will have to pour money into R&D efforts to meet those regulations.

“We’re about to enter a whole new level of investment and research,” Engler said.
