Not much follow-up in the online newspapers about last Friday’s budget agreement reached between Governor Jim Doyle and the Legislature’s Republicans, a deal that dumped the unconstitutional tax on oil companies. The governor’s news release declares victory, but that must be a strategy the National Governors Association teaches at its orientation sessions for new governors: Always declare victory at the end of a legislative session. The Wisconsin State Journal suggests Doyle moved further on his issues than the Assembly Republicans did, but both sides can claim to have won. The Legislature meets Tuesday to act on the agreement.
